  • Overview

    Position is responsible for greeting the general public and customers by recording public, commercial and charge customer transactions, assessing, collecting and processing charges and fees, and directing customers for the proper unloading of solid waste at assigned landfill.  

    This recruitment may be used to fill future Financial Technician openings which may occur within 90 days of the posted closing date.  

    This position is within the Teamsters-Solid Waste Bargaining Unit.   


    Financial Duties


    Calculates and collects assigned fees for the disposal of solid waste by using automated scales and Paradigm computer software or performs manual calculations as needed.


    Calculates and assesses charges to customers based on established charges per cubic yard or per ton. Enters required transaction (vehicle weights), financial (payments) and commercial customer data (account numbers) into computer system for each transaction.


    Performs cashiering duties such as processing cash transactions by accepting, validating currency authenticity and recording cash received; calculates correct change. Processes credit/ debit transactions using electronic banking transactions and generating receipts.   Verifies Account numbers, provided by customers, are accurate before charging to the account.


    Prepares and verifies a variety of documents such as bank deposits, daily balance sheets, insufficient funds, account/cash receipts as well as manual tickets voided transactions and close out reports. Packages daily receipts and records for accounting office verification. Balance daily and prepares closeout reports.


    Coordinates change bag, ordering coin and currency from bank or other sites. Verifies accuracy of bank and co-worker’s calculations when balancing change bags. Exchange monies at bank, distributes to proper change bags and or landfill sites.

    Balances site fund bags closed by coworkers.

    Secures all cash receipts and change bags; maintains balance sheets.


    Delivers bank deposits nightly.


    Customer Service


    Functions as the Solid Waste representative for incoming public and customers at each site. Responds to customer questions and provides advice in area of specialty.


    Visually screens and request information from customer to determine the contents and materials of waste load for proper disposal. Assesses and communicates to customers what is considered unacceptable or unapproved waste as designated by Division policy. Evaluates type of waste (liquid, solid or bio-hazardous material), origin of the waste (out of county loads or non-residential hazardous material loads) and if the refuse can be disposed of at assigned work site.


    Confirms specialty loads have proper paper work prior to approving transaction; Refers customers with unacceptable loads or incomplete paperwork to the administration office. Reroutes unexpected loads, (demolition, burnt or hazardous waste) to proper landfill sites. Prepares, reviews and verifies documentation for: septic, specialty loads, asbestos, load certifications and vehicle / personal property titles for boats, mobile homes, campers or trailer presented for disposal. Assess unsecured load fines.


    Educates and informs customers of the policies and procedures of Yakima County Solid Waste Division. Furnishes information to the public concerning disposal site and other available programs provided including information for hazardous waste collection, electronic, plastic and clean yard waste recycling programs, oil collection sites, hazardous materials and unsecured fees. Directs customers to proper facilities / governmental agencies to obtain paper work for specialty loads, titles, and affidavits.


    Uses two-way radio to inform maintenance or operators or specialty loads and or questionable loads.


    Other duties


    Responsible for training new site attendants as assigned.


    Performs routine housekeeping and maintenance duties such as sweeping, mopping, dusting, washing windows, cleaning counter tops of the scale house interior; Keeping bathrooms and break areas clean and up to safety codes; maintaining the scale area clear of debris by sweeping debris and shoveling snow from scales and surrounding areas of scales and applying appropriate absorbency materials to scale and deploying using pest remedies as needed.

    Ordering office supplies.

    Other duties as assigned.



    Education and Experience: High School Diploma and one year of customer service or cashiering  related experience or the equivalent education and experience to perform the essential duties of the job.



    • Requires a valid State of Washington Driver’s License.
    • The successful candidate may be asked to provide driving records, and employment offers may be contingent on satisfactory driving record. A financial and general employment background check will be performed on the successful candidate.

    Preferred: Accounting experience. Bilingual in English / Spanish . Customer service/ cashiering experience.  


    Knowledge: Basic bookkeeping theories and principles; basic mathematics; office practices; customer service techniques; proper phone etiquette; customer service techniques; safety guidelines and precautions; specific knowledge of weights and measures – how many lbs. are in a ton, how to figure a cubic yard.


    Skills: Reviewing and verifying accounting information; accepting money and making change; performing a variety of calculations; operation of a motor vehicle; time management and work organization; paying attention to detail and accuracy; using office equipment such as phones, copiers, calculator and fax machines; using computers and related software applications; establishing and maintaining effective interpersonal relationships at all organizational levels and with the public; communication, both oral and written, sufficient to exchange or convey information and to receive work direction.


    Equipment Used: County Passenger vehicles, Computer, Printers, Fax machine, Calculator, tape measure, Telephone, Brooms, mops, shovels, two-way radio, electronic scale, debit /credit card machine, digital camera, generator, copy machine and other general office equipment.


    Working Conditions: Environmental Demands: excessive noise, exposure to weather, extreme temperatures, moving/mechanical parts, pathogen exposure, vibration, travel, multiple work location. Physical demands: bending, carrying, handling, lifting, pulling, pushing, reaching, sitting, standing, walking, fingering, balancing, crouching, knelling, hearing, smelling, talking, visual acuity. Intellectual Demands: ability to multitask, ability to work under pressure, ability to articulate and communicate information in conversations, ability to follow written and verbal instruction. Work is performed in an enclosed setting; potential exposure to angry customers. Unique Conditions:  Kneeling to unlock floor safe, pulling money bags (large amounts of change) from or placing them in floor safe. Leaning out window to accept payment or to hand receipts to customers. Opening and securing gated windows and entrance. Dealing with high volume of customers from opening to closing. (60-70 per hour) Dealing with customers who were misinformed about prices or location they can dispose of waste. Dealing with customers who are argumentative or irate about unsecured loads, being turned away from facility, or the classification of their waste load. Multi-Tasking at a hi rate for several hours.

    Work schedule may include weekends or holidays as the Solid Waste Division runs seven days a week.  Confidentiality is a requirement. In the Event of power outage, knowledge to make manual tickets.

    Rated as Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects or work out in the field.
